One of the main challenges in setting up a strong safeguarding policy in Zambia is that there is a systemic lack of resources to implement the policy. Both government entities (like the police) and NGOs have very limited funds and sometimes simply getting money for fuel to follow up on a case is an insurmountable challenge.

Each case is unique and has different needs, but what is almost universally true (when working within a compound) is that financial limitations often prevent proper implementation of safeguarding policies.
